Code of Conduct
Bemis Public Library supports the rights of all individuals to free and equal access to information without discrimination, intimidation, threat of harm or invasion of privacy, and strives to provide a safe, enjoyable, and comfortable environment for all to exercise these rights. To that end, library visitors are expected to respect the rights of others and comply with the following Patron Code of Conduct while on library property.
A library user’s behavior becomes unacceptable when it infringes on the rights of others, such as by:
- interfering with others’ access to, or use of, library facilities and services
- interfering with the normal operations of the library
- endangering the safety of other users and staff
- causing or risking damage to library resources and facilities
- ·violating local, state, or federal laws
In response to violations of this code of conduct, staff may instruct the user to correct the issue or leave the library for the remainder of the day. Repeated or serious infractions may result in longer suspensions of library privileges, and/or involvement of local law enforcement.
Examples of behavior that may result in staff requesting the issue be corrected, or that the user leave the library property for the day, include but are not limited to:
- Obstructing access or thoroughfares with one’s person or belongings
- Leaving baggage or possessions unattended inside the library or within 15 feet of any entrance
- Excessive occupation of library space, furniture or resources
- Creating noises or odors that are disruptive to others’ access to, or use or enjoyment of, the library
- Using obscene, vulgar, derogatory or abusive language
- Running or using recreational wheeled devices in the library
- Skates, rollerblades, skateboards or scooters must be carried or walked while in the library. Bicycles must remain outside the library building.
- Having inadequate attire, including not wearing shoes or shirt
- Bringing animals into the library other than service animals, service animals in training, or animals approved for use in library programs or presentations
- Engaging in inappropriate public displays of affection
- Leaving children unattended in the library
- Children under 8 years old must be supervised by someone at least 12 years old while in the library.
- Smoking or using any smoking/vaping device inside the library building or within 15 feet of any entrance
- Unsuitable use of restroom facilities such as bathing, shaving, or washing, rinsing, or drying clothing or hair
- Soliciting, petitioning, campaigning, or survey-taking within the library building
- Distributing or posting printed materials or literature without permission of the library
- Refusing reasonable directives by staff, including enforcement of this code of conduct and other library policies
Examples of behavior which may result in suspension of library privileges for up to three months, with or without warning, include but are not limited to:
- Continuation or escalation of unacceptable behavior(s) listed above, not resolved by prior suspension
- Taking photographs or video of others without their permission (see photo/video/recording policy)
- Possessing, using, or being under the influence of alcohol, marijuana or any illegal drug
- Intentionally damaging or stealing library property
- Remaining on library property between the hours of 10 p.m. and 6 a.m.
- Carrying or possessing weapons of any kind except as permitted by state law or city ordinance
Examples of behavior which may result in suspension of library privileges for more than three months or indefinitely, with or without warning, include but are not limited to:
- Continuation or escalation of unacceptable behavior(s) listed above, not resolved by prior suspension
- Harassment or threats of any kind
- Violence toward others of any kind
- Sexual misconduct of any kind, including lewd or indecent behavior
- Engaging in other acts prohibited by local, state, or federal law
Appeal
Persons whose library privileges have been suspended may appeal the suspension in writing to the library director, who will review the case and respond to the appeal. The decision of the library director will be final.
Removal of Suspension
Persons whose library privileges have been suspended must meet with the library director before privileges will be reinstated. Such a meeting may be scheduled by calling the library’s main phone number. Suspended individuals under age 18 must have their parent or legal guardian present at the meeting.
